Job Responsibilities
Description:The Economic Development Organization (EDO) Senior Staff/Project Lead will be a critical member of the corporate EDO team and assist in leading the team in the coordination of projects across all Lockheed Martin (LM) business areas in pursuit of federal, state, and local incentive programs, as well as site selection and related legislative activities, to reduce required investment and/or program cost; thus, enabling LM to be more competitive.
Close coordination with LM Government Affairs is necessary. Project teams often include members from: government affairs, capture teams, real estate, legal, finance, tax, accounting, human resources, other functional departments, and consultants. Team members vary from junior to very senior executive leadership.
The EDO Senior Manager/Project Lead will be responsible for the following but not limited to:
o Manage activities between capture teams, LM Properties Inc., legal, tax, government affairs, HR and other functional departments along with key public and/or private stakeholders.
o Research mechanics of credit and incentive programs, analyze offers, recommend most cost-beneficial solution, assist with internal and external project presentations, analyze terms, and perform site selection analysis.
o Collaborate with subcontractors who provide research, analysis, and documentation for projects.
o Develop and maintain strong working relationships with economic development staff from the public sector (Federal, state and local).
o Manage all matters related to EDO projects, including but not limited to: development, strategy, benefit realization, documentation, negotiations, commitment tracking, and ongoing compliance.
o Maintain database and monitor all matters related to EDO projects including but not limited to pursuit applications, benefit realization documents, commitment tracking and on-going compliance.

Basic Qualifications:
Bachelors degree from an accredited college in a related discipline, or equivalent experience/combined education, with 15 years or more of professional experience; or 13 years of professional experience with a related Masters degree.
Considered an expert, authority in discipline.
5+ years of experience managing and executing economic development credit and incentive projects
Strong business acumen and knowledge of economic development credit and incentive concepts
Proven effective project management skills
Proven effective interpersonal and communication skills including the ability to work effectively with and influence customers, peers, staff, management at various levels and diverse populations
Proficiency in Microsoft Office Suite Applications (Excel - vlookup, pivot tables, tables, charts, import/export, Powerpoint - charts, tables, tell a story and Outlook - calendar management)
Experience dealing with corporate business leaders and high level government officials
Experience managing a project and coordinating medium to large high performing integrated project teams across multiple functions and levels
Ability to travel extensively as travel is required (primarily domestic with some level of international possible).
Position will telework full-time and the preferred work location is within close proximity to a medium to large LM site. (King of Prussia, PA/Owego, NY/Orlando, FL, Dallas, Ft. Worth, TX/Huntsville, AL, Bethesda, MD, Arlington, VA, Moorestown, NJ, Marietta, GA, Littleton, CO)
Desired Skills:
5+ years of experience working for a defense/government contractor
Background in contracts, negotiations, finance, real estate, site selection, accounting or contract proposal teams helpful
Previous experience managing virtual project teams
Established network with public sector economic development contacts
Demonstrated expertise with project management systems and tools
Demonstrated ability to lead, manage and operate with agility in a dynamic work environment

Ability to Work Remotely: Full-time Remote Telework: The employee selected for this position will work remotely full time at a location other than a Lockheed Martin designated office/job site. Employees may travel to a Lockheed Martin office for periodic meetings.
Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
Schedule for this Position: 4x10 hour day, 3 days off per week
Pay Rate: The annual base salary range for this position in most major metropolitan areas in California and New York is $128,400 - $222,640. For states not referenced above, the salary range for this position will reflect the candidate’s final work location. Please note that the salary information is a general guideline only. Pay Rate: The annual base salary range for this position in California and New York (excluding most major metropolitan areas), Colorado, Hawaii, Illinois, Maryland, Minnesota, New Jersey, Vermont, Washington or Washington DC is $106,100 - $187,105. For states not referenced above, the salary range for this position will reflect the candidate’s final work location. Please note that the salary information is a general guideline only. (Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
This position is incentive plan eligible.
