Job Responsibilities
Description:The 1LMX Program Capability Development Director is accountable for the development and on‑time delivery of the business‑system portfolios that enable the 1LMX transformation. Portfolios include, but are not limited to, the Manufacturing Execution System (MES), Model‑Based Enterprise (MBE), Global Business Development & Strategy (GBDS), Program Performance Management (PPM), and Human Capital Management (HCM). The Director owns cost, schedule, technical, and quality performance across all capabilities and ensures seamless integration within the 1LMX Enterprise Reference Architecture.

Core Responsibilities
• Strategic Leadership & Transformation
• Define and champion an accountability model that enables the capability‑development team to deliver at “fraction‑of‑time / fraction‑of‑cost” speed and scale.
• Lead cultural‑change and program‑level turn‑around initiatives that reset schedule, cost, and performance baselines, delivering measurable improvements.
• Product Portfolio Ownership
• Own requirements, set performance targets, and drive improved capability delivery for Functional Product Owner partners on day‑to‑day product‑development activities.
• Integrated Planning & Execution
• Lead, with finance and planning support, the creation and maintenance of an Integrated Master Schedule (IMS) and Program Cost Baseline fully integrated into the 1LMX master schedule.
• Ensure alignment of schedule‑cost baselines across all portfolios.
• Risk & Opportunity Management
• Implement a rigorous risk‑and‑opportunity process for each portfolio (identify, assess, mitigate, monitor, report).
• Develop opportunity‑realization plans that enhance performance and value creation.
• Collaboration & Horizontal Integration
• Cultivate collaboration with peer 1LMX product‑portfolio teams and BA counterparts to meet short‑ and long‑term LM product‑development needs.
• Review policies, recommend changes, and drive horizontal integration across portfolios and BAs
• Strategic Partnership & Thought Leadership
• Build trusted, strategic relationships with 1LMX peers; exchange domain expertise and thought leadership.
• Co‑create enterprise‑level action plans that raise product‑development capability, all aligned to the 1LMX Program Management Baseline.
• Performance Measurement & Reporting
• Define, track, and report KPIs and KCCs for program health; maintain regular reporting rhythms.
• Produce executive dashboards and briefings that enable data‑driven decision‑making.
• Conduct variance analysis, develop corrective‑action plans, and monitor resolution status.
• Continuous Improvement
• Institutionalize lessons‑learned, best‑practice adoption, and standard operating procedures across the program.
• Lead training initiatives that build an emotional connection to the transformation mission.
• Stakeholder Collaboration
• Partner with internal and external stakeholders to align milestones, dependencies, and deliverables.
• Adjust roadmaps in response to emerging risks, opportunities, or strategic shifts.
• Serve as primary interface with customers, senior executives, EO, BA, and external partners.
• Compliance & Governance
• Ensure all activities comply with internal policies, regulatory requirements, and contractual obligations.
• Support the 1LMX governance process and EO leadership with transparent, policy‑aligned reporting.
Basic Qualifications:
• Strategic thought‑leader with a record of delivering innovative, agile solutions.
• Extensive executive‑level program‑management experience across the full lifecycle (design, development, oversight) of complex systems.
• Deep expertise in project‑management metrics and program‑health analysis.
• Full‑Spectrum Leader who energizes, collaborates with, and develops high‑performing teams and world‑class leaders.
• Strong familiarity with Lockheed Martin Command Media structure and associated execution, risk, and opportunity policies.
• Exceptional written and verbal communication, especially at the executive level; ability to synthesize complex information into concise briefings.
• Rapid technology learning ability; can contribute fully to technical reviews and drive successful business outcomes.
• Comfortable working in a virtual/remote environment while holding the team to high standards.
• Willingness to travel as required and to work extended hours outside of core hours to meet commitments.
• Proven track record of exceeding LRP commitments via earned value management.
• Top secret clearance required
Desired Skills:
• 10 + years of executive program‑management leadership with full‑lifecycle P&L responsibility across one or multiple Lines of Business and Business Areas.
• Direct customer‑facing experience delivering products, software, or services to the warfighter; proven relationship management with external program executives.
• Demonstrated turn‑around experience: restored schedule, cost, or quality performance on large‑scale programs.
• Change‑management expertise – consistent delivery of cost‑avoidance and savings; ability to “walk the factory floor” and translate enterprise processes into operational solutions.
• Champion of best‑practice adoption (Lean, Agile, MBE) with measurable efficiency gains.
• Ability to synthesize large data sets, create ELT/Board briefings quickly, and provide concise status, risk, and remediation updates.
• Hands‑on knowledge of MES, MBE, GBDS, PPM, and HCM application domains.
• Experience converting mission requirements into end‑to‑end system solutions, accounting for design and technology‑maturity constraints; skilled in architecture, design, and interface definition.
• Strong grasp of emerging technologies, modeling, and architectural guidelines for future system development.
• Familiarity with Enterprise Operations (EO) roles, responsibilities, and capabilities.
• Proven track record of setting and executing a strategic vision
• Demonstrated ability to influence and negotiate to secure buy-in from senior leaders and cross-functional teams
• Experienced delivering cross-LOB and BA solutions

Ability to Work Remotely: Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process.
Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
Schedule for this Position: 4x10 hour day, 3 days off per week
Pay Rate: The annual base salary range for this position in California, Massachusetts, and New York (excluding most major metropolitan areas), Colorado, Hawaii, Illinois, Maryland, Minnesota, New Jersey, Vermont, Washington or Washington DC is $180,000 - $309,120. For states not referenced above, the salary range for this position will reflect the candidate’s final work location. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.

Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
