Description:What You Will Be Doing
The PAC-3 International team is seeking a Senior Program Manager (Sr PM) for the Kingdom of Saudi Arabia to lead all aspects of the program requirements and products lifecycle. This position involves leading an in-country Program Manager located in the KSA and a dedicated maintenance analyst. This effort spans across all elements of the product lifecycle from capture and development through production and sustainment. Most PAC-3 cases are Foreign Military Sales (FMS); however, there may be Direct Commercial Sale (DCS) aspects as required. Additionally, the KSA has a significant offset requirement where you will partnering with our IAMD localization team to fulfill this obligation.

During the acquisition phase, this role includes the effort from initial country interest in capability/scope to ensuring signature of a Letter of Acceptance (LOA), to include project development for any offset/localization requirements. The execution phase includes management of all aspects of the resulting signed cases (LOAs) covering development, production, and sustainment.

This role requires close coordination with the International Business Development Directorate, as well as all PAC-3 program and functional directorates. Additionally, this position requires the development of strong relationships with US Government personnel (SHIELD, SAMD, USASAC, DSCA, etc.) as well as Foreign (Government and Civilian) personnel.

Additional responsibilities include, but are not limited to, the following:
• Ensure Lockheed Martin is providing world-class customer support to one of our largest PAC-3 International Partner Nations
• Develop/manage the strategic focus areas for the KSA
• Support the identification, development, and execution of industrial participation to help achieve offset requirements
• Management of PAC-3 international program budgets/EACs/ETCs for the KSA
• All required licenses and offset coordination associated with his/her responsible LOAs.
• Yearly capture and subsequent execution of New Business Acquisition Expense (NBAE) for the KSA
• Coordinate with other PAC-3 International Program Managers (IPMs) to ensure alignment across countries and regions.
• Functional leadership of one program manager OCONUS, to include performance management, timecard approval, travel approval, etc.
• Coordination with other Lockheed Martin Integration Air and Missile Defense (IAMD) programs to ensure a OneLM approach to supporting KSA future IAMD requirements.
• Serve as the IPM liaison to one of the other PAC-3 directorates, providing IPMs with updates from the other directorate, participating in strategic meetings, and leading the execution of International Strategic Focus Area(s) related to that directorate.

This job will require both domestic and international travel and the ability to work non-standard hours to communicate with in-country team members, Lockheed Martin Global Business Development (LM GBD) personnel, Lockheed Martin Saudi Arabia (LMSA) personnel and in-country agents.

Further Information About This Opportunity: Preferred locations are Arlington, TX, or Huntsville, AL, but there’s also an opportunity for this position to be fully remote if the candidate is able to travel to those two locations as required.
Basic Qualifications:
• Must have a Final Secret clearance
• Experienced leader with a minimum of 5-10 years of program management, multi-discipline project leadership, business development, and/or or military leadership experience.
• Experienced in managing and/or directly working in support of international operations, to include awareness of US laws and regulations (such as International Traffic in Arms Regulations (ITAR), Export Administration Regulation(s) (EAR), Foreign Corrupt Practices Act (FCPA), Export control, International Business practices, etc.).
• Strong business acumen, including negotiation and conflict management skills.
• Effective communicator, comfortable with interacting and influencing at senior levels of company and with customer leadership
• Demonstrated Full-Spectrum leadership practices
• Ability to interface with functional teams to develop solutions to complex issues.
Desired Skills:
• Business development skills
• Experience working with offset / industrial participation projects or knowledge of offset approaches from previous programs or countries
• Familiarity with PAC-3 product line and experience with PAC-3 production/sustainment requirements and USG export restrictions
• Knowledge and experience with Government Contracting with a strong understanding of Foreign Military Sales (FMS) and Direct Commercial Sales (DCS)
• Knowledge and experience with the PAC-3 MENA Partner Nations, including both business knowledge and cultural knowledge.
• New Business Acquisition Expense (NBAE) management experience
• Experience working with cross-functional teams
• Integrated Air and Missile Defense (IAMD) knowledge and experience
• Analytical thinker with a demonstrated ability of solving complex problems requiring ingenuity and innovation
• Competitive intelligence and foreign industry market analysis
• Strong organizational skills
• Experience in direct interaction with USG agencies, including SHIELD, SAMD, US Embassy, and DoD
Security Clearance Statement: This position requires a government security clearance, you must be a US Citizen for consideration.

Ability to Work Remotely: Full-time Remote Telework: The employee selected for this position will work remotely full time at a location other than a Lockheed Martin designated office/job site. Employees may travel to a Lockheed Martin office for periodic meetings.
Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
Schedule for this Position: 4x10 hour day, 3 days off per week
Pay Rate: The annual base salary range for this position in most major metropolitan areas in California, Massachusetts, and New York is $181,400 - $314,525. For states not referenced above, the salary range for this position will reflect the candidate’s final work location. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.

Pay Rate: The annual base salary range for this position in California, Massachusetts, and New York (excluding most major metropolitan areas), Colorado, Hawaii, Illinois, Maryland, Minnesota, New Jersey, Vermont, Washington or Washington DC is $157,800 - $278,185. For states not referenced above, the salary range for this position will reflect the candidate’s final work location. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.

(Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
This position is incentive plan eligible.
