Description:Develop and maintain cybersecurity documentation to support National Institute of Standards and Technology (NIST) Risk Management Framework (RMF) assessment and authorization (A&A) requirements to achieve an Authority to Operate (ATO).
Develop and/or maintain a Plan of Action & Milestones (POA&M) of vulnerability findings for each A&A package in Navy eMASS and coordinate actions and milestones to achieve closure of each finding.
Collaborate with systems engineers, and software developers to ensure that cybersecurity controls are implemented throughout the acquisition lifecycle of the IT/PIT system and documented in eMASS during the RMF A&A process to include security control development, implementation, execution and reporting. Additionally, apply mitigations to security controls as applicable.
Validate the IT system’s compliance with all applicable Security Controls for an assigned DON system, including developing the appropriate test procedures if necessary, executing the test procedures and documenting the results of security testing in eMASS.
Collaborate with system administrators to develop a detailed inventory of all software and hardware components within an A&A package.
Support the RMF process in the development of technical artifacts, engineering documentation, network drawings, and use of Assessment and Authorization (A&A) tool sets (Navy eMASS).
Assist with the identification and tailoring of the security controls baseline to include applicable overlays, common controls, and inheritance. Provide inputs and oversight of the authorization processes.
Develop the RMF System Lifecycle Continuous Monitoring (SLCM) Strategy document and matrix.
Review and produce white papers, decision option papers, trade studies, advanced change study notices, initial requirement proposal, Concept of Operations (CONOPS), Engineering change proposals (ECP), concept papers, requirement definitions, initial capability documents, systems engineering plans, baseline plans, program documentation and plans, integration plans, interface data definitions, technical questions resolutions, architectural design papers, traceability maps, Unified Modeling Language (UML) models, reports, meeting minutes, risk analysis, and risk mitigation recommendations.
Basic Qualifications:
Prior experience with the development and maintenance of cybersecurity documentation to support assessment and approval leading to Authority to Operate (ATO).
Experience implementing the Risk Management Framework (RMF).
Current cybersecurity certification with Security+ CE as the minimum acceptable.
Must have at a minimum an active Final Secret Clearance.
Desired Skills:
Although not required, a Navy Validator certification would strengthen a candidate’s position.
Experience with eMASS and VRAM
