The Payload Launch Sites Support Services (PLSSS) Program provides all launch processing support functions for Office of Space Launch (OSL). One of the programs two primary operating locations is Vandenberg AFB, CA. Key elements of the PLSSS program scope include satellite launch processing, transport operations, propellant loading operations, and processing facilities O&M, clean room operations, and safety and environmental services.

We are seeking a Property Analyst to oversees manage and analyze activities associated with property business systems to ensure company, customer and US Government property located on site and at subcontractors are managed in accordance with applicable regulations and policies to achieve best value and operational excellence.

Summary of Key Duties for this position:
• Interprets Federal Acquisition Regulations (FAR) and supplements, contracts, Standards for the Guiding Principles of Property Management and Cost Accounting Standards (CAS) as applied to property acquisition, use and disposition.
• Ensures compliance of major business systems and processes required to do business with domestic and international entities.
• Conducts internal and external property assessments and analyzes results for financial and operational purposes; provides guidance on contracts and regulations pertaining to property life-cycle management; develops, recommends, and implements property management policy; and prepares periodic and special purpose reports relative to matters such as taxes, leasing, insurance, facility usage, etc.
• Interacts with customers, federal oversight agencies and internal personnel while investigating, analyzing and resolving domestic and international regulatory compliance issues.
• May be responsible for providing guidance and training to company personnel on the application of business system processes, interpretation of laws and regulations and compliance requirements.

Basic Qualifications:
• Familiarity with logistics and property management (government property preferred)
• Familiarity with supply chain management and shipping and receiving functions.
• Ability to work under very general supervision
• Ability to review documents for soundness of judgment, overall adequacy and accuracy, and execute based on assigned tasks
• Ability to contribute to the completion of organizational projects and goals
Desired Skills:
• Experience using SAP or MAXIMO
• Ability to problem solve quickly
• Excellent communication skills for both internal and external customers
