The Subcontract Administrator is an opportunity to work within the Advanced Technology Center (ATC) organization. In this Subcontract Administrator role, you will support program requirements and proposal activities supporting ATC requirements. You will prepare, manage and administer subcontracted items using mission area unique processes as well as Lockheed Martin Space P2P. Critical to your success will be strong inter-personal and communication skills to effectively work with various functional personnel in the business area (e.g. Finance, Production, Material, and Engineering, etc.), Lockheed Martin management, and with customer personnel.

Responsibilities will include:

• Support of existing and new program sensitive contracts
• Preparing requests for information (RFI's) and requests for proposals (RFP's) for current and new PRIME requirements
• Support proposal efforts
• May be tasked to travel and work close-out activities, attend subcontract meetings, as well as other tasks associated with subcontracts for the business area
• May be required to develop subcontract specifications, SOW’s (Statement of Work), and terms and conditions for the procurement of specialized systems, materials, equipment, and services subcontracts in support of the business area
• Preparation of bid packages, conducting bidders' conferences, developing evaluation criteria, analyzing and evaluating proposals
• Negotiating subcontract provisions
• Selecting/recommending subcontractors
• Writing subcontract packages for review
• Preparing awards and administers resulting subcontracts
• Negotiating additions, deletions, or modifications to subcontracts
• Performing peer reviews of subcontract packages submitted by other subcontract administrators (SCA’s) to ensure compliance with Federal Acquisition Regulation(s) (FAR). Lockheed Martin Acquisition Procedures (LMAP), Internal Technical Assessment Review (ITAR), Common Integrated Processes System (CIPS) and prime contract flow downs
• Participation with the Lockheed Martin Space procurement compliance organization to develop subcontract policies and procedures
• Issue and receipt of minor and major subcontract agreements, analysis for terms, conditions and business risks, developing negotiation objectives, negotiating with suppliers.
Basic Qualifications:
To be successful, you will need to possess these basic qualifications:

• Bachelors degree from an accredited college in a related discipline, or equivalent experience/combined education, with 6 years of professional experience; or 4 years of professional experience with a related Masters degree.
• Capable of working independently and performing all aspects of subcontract administration on a hands-on basis
• Possess excellent English communication skills, both written, verbal, and presentation, to effectively communicate business cases to all levels of peers, suppliers, as well as program and executive management.

Desired Skills:
To be successful, ideally, you should also have:

• Able to manage medium/high complexity purchase orders and subcontracts with general supervision
• Working knowledge of the preparation of bid packages, analyses and evaluation of proposals, negotiations of subcontract provisions, and administration of subcontracts
• Expert knowledge of procurement processes and regulations under Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR), Lockheed Martin Acquisition Procedures (LMAP), and Lockheed Martin Space procurement policies in addition to experience working with Procure to Pay (P2P) or other enterprise Procurement and or Production management tools desired.
• Working knowledge of the preparation of bid packages, analyses and evaluation of proposals, negotiations of subcontract provisions, and administration of subcontracts
• Experience in participating in subcontract negotiations
• Experience negotiating subcontracts, and a strong background in Government procurement with expert understanding of Federal Acquisition Regulations (FAR)
• Experience negotiating Proprietary Information Agreements, and subcontracts
• Experienced with and a complete understanding of FAR, LMAP, International Traffic in Arms Regulations (ITAR) and Firm Fixed Price (FFP)/cost reimbursement contracting in a research and development R&D Environment
• Experience in leading sourcing activities for new business capture, competitive intelligence, negotiating teaming agreements and proposal win strategy efforts is highly desirable
• Work well with others in the performance of duties in an environment with tight schedules, have strong analytical skills, able to bring tasks to full closure
