Description:Are you a highly motivated and technically competent senior-level engineer interested in leading our test engineering functional group? Are you interested in leading a team developing test plans and conducting tests for space radar/RF applications from concept to prototype to production? Does working in partnership with our in-house SMT line and testing using our on-site shock, vibration, thermal/vacuum and anechoic RF test facilities for rapid technology development sound exciting? If so, we offer a great opportunity for you as our Test Engineering Functional Manager. We have the corporate investment, infrastructure, subject matter experts, and strategic focus to enable you to be successful.

The Test Engineering Functional Manager (TEFM) will be onsite at our Severn, MD location. This individual will be responsible for understanding project schedules and requirements, and assigning resources to these projects. The TEFM assesses future resource needs and proactively plans for staff training, talent acquisition, technology development, and process improvement. The TEFM supervises the group, approves timesheets, conducts performance reviews, and implements performance improvement plans when needed. The TEFM also works with other stakeholders to make recommendations about test engineering tools, equipment purchases, and process improvements in support of our AS9100D Quality Management System. It is expected that this role is approximately 30% managerial and 70% technical.

* Understand the schedule and requirements of all projects in the division
* Become familiar with the system and sub-system designs on all projects
* Collaborate with Functional Managers in adjacent technical areas
* Participate in design reviews
* Work among cross-functional teams to test complex systems
* Coordinate planning and execution of all test plans, test fixtures, test cables, test software and test hardware
* Assign test engineering resources across all division projects, and assess future resource needs
* Participate in project-level schedule/staffing/budget reviews, as well as division-level manpower planning meetings
* Coordinate with program managers to address resource needs and resolve staffing conflicts
* Engage with talent acquisition and staffing partners to cover project staffing requirements
* Proactively plan for staff training and technology development
* Supervise the group: approve timesheets, conduct performance reviews, provide staff recognition, and implement performance improvement plans when needed
* Mentor staff to develop their technical proficiency and domain expertise
* Make recommendations about modeling/design tools, equipment purchases, and licensing
* Develop/improve engineering processes and support quality audits
Basic Qualifications:
• Prior experience leading people
• Experience with board bring up and testing
• Experience integrating and testing boards as part of a larger system
• Strong ability to use test equipment
• Experience developing and writing test plans, procedures, and test travelers
• Ability to work in a dynamic environment with cross-functional teams
• Ability to support multiple projects simultaneously
• Effective time management and prioritization skills
• Excellent communication and documentation skills
• Works well as a part of a team
• Good problem-solving skills
• Good interpersonal skills
• US Citizen with the ability to obtain & maintain a TS/SCI security clearance
Desired Skills:
• Bachelor's (or equivalent) with 8-10 years of experience, or a Master's (preferred) with 6-8 years of experience
• Prior managerial experience
• Expertise in Design-for-Test Methodologies
• Test Equipment knowledge- Digital, Power, and RF measurements
• Experience with high speed digital electronics and RF systems
• Experience with EMI/EMC testing
• Embedded Firmware, embedded Linux, and/or FPGA experience
• Familiarity with test automation frameworks
• Familiarity with electronics assembly processes
• Experience with a quality management system such as AS9100
• Prior experience working with space applications
• Experience with environmental testing from shock and vibration testing to thermal/vacuum testing
• Experience with RF testing
• Experience with Failure Review Boards and Manufacturing Review Boards
• Active TS/SCI security clearance

Ability to Work Remotely: Onsite Full-time: The work associated with this position will be performed onsite at a designated Lockheed Martin facility.
Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
Schedule for this Position: 9x80 every other Friday off
Pay Rate: The annual base salary range for this position in California, Massachusetts, and New York (excluding most major metropolitan areas), Colorado, Hawaii, Illinois, Maryland, Minnesota, New Jersey, Vermont, Washington or Washington DC is $128,400 - $226,435. For states not referenced above, the salary range for this position will reflect the candidate’s final work location. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.

(Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
This position is incentive plan eligible.
