The RMS Training and Logistics Solutions (TLS) business area is seeking a Staff level Subcontract Manager (SCM, Stf.) for a high visibility / growth opportunity in Orlando, FL to perform complex supply chain management duties in support of the Global Training Services market segment for the UKMFTS programs.

As a SCM, Stf. you will be delegated and accountable to strategic Program / Capture Manager efforts and will be the designated as the leader of the Subcontract Management Team (SMT) supporting those efforts on behalf of TLS Supply Chain Management.

This opportunity supports a diverse and dynamic portfolio and will require this Supply Chain Subcontract management professional to lead sourcing and subcontract negotiation efforts on behalf of the organization. This includes the existing program support for UKMFTS program and future complexity 3 contracts.

Both international and domestic travel may be required.

Some key functional tasks will include but not be limited to the following:

Management of complexity 1-3 subcontractors as per CRX-106 including writing & managing Subcontractor Statements of Work, review of technical performance specifications, developing Source Selection Plans, evaluation of complex subcontractor proposals, and the utilization of Risk Management Tools and Events

Ensure subcontract management documents (e.g., SOW, specifications, data requirements, schedules, etc.) are prepared, updated, and flowed to the subcontractor in a timely manner and maintained during the capture phase as well as the life of the subcontract.

Establish risk management process with subcontractors, tracking risks, develop mitigation plans, and establishing burn down plans to limit risk realization.

Development and execution of capture strategies as they relate to the supply chain.

Lead the development of subcontractor Request for Proposal (RFP), Request for Information (RFI), and Request for Quote (RFQ) process efforts.

Coordinate/lead reviews for technical design and technical interchange, programmatic reviews, and working groups activities.

Ensure that all efforts required to successfully support the subcontract are provided by the appropriate Engineering, Operations, Quality Assurance or other functional organizations.

Ability to develop and execute measurable supplier recovery plans should a subcontractor miss contractual milestones related to cost, schedule, technical, quality, or LM / Customer dependencies (a.k.a. Return to Green Plans)
Basic Qualifications:
Experience in Subcontract Management, Program Management or Project Management. Working knowledge of standard contract types. Experience developing long-term strategies and tactical plans to achieve enterprise objectives. Experience with Commercial Acquisition Procedures (CAP). Experience with international subcontract, program management. Demonstrated experience as a teammate within cross-functional IPTs and/or Supplier Management Teams, as well as Risk Management experience.

12. 8 + years of subcontracts experience
13. Must have the ability to negotiate contracts to closure and give detailed status of negotiations in process
14. SAP / P2P experience, or similar ERP/MRP experience
15. Ability to travel both domestically and international and be onsite for extended periods
16. Position requires coordination of program requirements across all supplier life-cycle stages
17. Familiarization with Lockheed Martin Acquisition Policies (LMAP)
