WHAT WE'RE DOING
The TPY-4 Subcontract Program Manager (SPM) will be responsible for multiple facets of material provision in support of program cost, schedule and quality, and supplier management. They will be a lead for a TPY-4 program(s) within the Ground Based Air Surveillance (GBAS) sub market segment and Radar & Sensor Systems (RSS) market segment. The SPM will be the direct point of contact to both their designated suppliers and the Program Managers for medium and large subcontracts of production and developmental complex systems/subsystems (category 1, 2, 3). The SPM will be responsible to coordinate the efforts of the assigned subcontract managers, subcontract administrator(s) and buyer(s), negotiate pricing and schedule, and lead strategic and tactical regular status reviews with the supply base. The SPM will relay relevant status to program manager(s) and IPT team, while coordinating supplier issue resolution with Engineering. They will be the main point of contact with the program office for their assigned TPY-4 program(s). In addition, the SPM will support proposal activities as well as actively engage in strategic material affordability initiatives.
THE WORK
Specific responsibilities will include:
• Be a lead on the team, supporting subcontract managers and subcontract administrators to prioritize their efforts and work through challenges with suppliers’ negotiation through execution
• Reporting performance and program status to senior LM Leadership
• Establish action plans/schedule to ensure supplier successful delivery of contracted materials
• Establish negotiations strategies for new subcontract purchase orders and additional scope within established subcontracts
• Ensuring material and labor program budgets are maintained
• Act as an escalation point within the subcontracts team helping address challenging program concerns both internal and external, ensuring problems are addressed in a timely manner
• Attend and participate in LM Corporate Program Assessment activities, BR's, PAR's, IPR's, etc.,
• Execute subcontract closeout activities according to policy
• The SM will be responsible to ensure Lockheed Martin is well positioned with an affordable materials / services solution to win new business / proposals; specific tasks are as follows:
• Development of source selection strategy, criteria and planning, including participation in Make / Buy assessments
• Evaluates proposals for content and quality, challenge subcontractors appropriately
• Executes source selection plans, communicates and justifies results to Sr. LM Leadership
• Prepares and provides subcontractor related input into Proposal
• Ensures subcontractors milestone payment plans are aligned with Program expectations and plans
• Participates in Corporate Proposal assessments and artifacts; INAR, EPP, Price Analysis, Exhibit 7
• This assignment will require the need to travel to subcontractors or other LM Sites on an as-needed basi

Basic Qualifications:
• Appropriate degree from an accredited college, or equivalent experience/combined education
• General knowledge of Supply Chain processes, such as monthly reporting requirements and presenting to senior leadership.
• Ability to travel to Lockheed Martin manufacturing locations and program suppliers, domestic and international.
• The ability to obtain a Secret clearance
Desired Skills:
• 8 years min experience in Supply Chain and/ or Operations
• 5 years min experience as an SCA/SM responsible for the execution of major Domestic or International Subcontractors
• Experienced in Proposal and Capture activities
• Strong leadership and communication skills
• International Subcontracting experience
• Knowledge of P2P and/or MRP
• Ability to read technical drawings / specifications
• Lean & Six Sigma techniques (Green Belt certified preferred)
• Operations Leadership Development Program graduate

Ability to Work Remotely: Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process.
Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
Schedule for this Position: 4x10 hour day, 3 days off per week
Pay Rate: The annual base salary range for this position in California and New York (excluding most major metropolitan areas), Colorado, Hawaii, Illinois, Maryland, Minnesota, New Jersey, Vermont, Washington or Washington DC is $104,500 - $184,115. For states not referenced above, the salary range for this position will reflect the candidate’s final work location. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer. Benefits offered: Medical, Dental, Vision, Life Insurance, Short-Term Disability, Long-Term Disability, 401(k) match, Flexible Spending Accounts, EAP, Education Assistance, Parental Leave, Paid time off, and Holidays. (Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year. This position is incentive plan eligible.
