Within Lockheed Martin’s Cyber & Intelligence business, we support some of the nation’s most sensitive and consequential missions. Our work enables lawful intelligence operations by ensuring programs operate in strict alignment with established legal authorities and compliance frameworks.

We are seeking an Authorities & Compliance Subject Matter Expert (SME) to serve as a trusted advisor and primary point of contact for contract-related compliance associated with key intelligence authorities.

THE WORK
As an Authorities & Compliance SME, you will act as the primary consultant and point of contact for compliance requirements tied to FISA Section 702, Executive Order 12333, and NSCID-5 authorities.

You will partner closely with an experienced contract workforce that has decades of institutional knowledge supporting the customer’s FISA program. In this role, success depends on credibility, collaboration, and judgment—balancing rigorous compliance with mission enablement.

This position is not transactional. You will help teams interpret requirements, navigate complex compliance landscapes, and ensure contract execution aligns with both legal authorities and operational realities.

Key responsibilities include:
• Serve as the primary point of contact and trusted advisor for contract-related compliance requirements associated with FISA Section 702, EO 12333, and NSCID-5 authorities.
• Provide authoritative guidance and consultation to program teams on compliance interpretation, implementation, and risk mitigation.
• Collaborate closely with the Sponsor’s existing contract workforce, leveraging their deep experience to ensure continuity, consistency, and shared understanding.
• Support compliance alignment across contract execution, ensuring requirements are met without impeding mission outcomes.
• Act as a liaison between technical, legal, contracting, and operational stakeholders to resolve compliance questions and concerns.
• Help maintain a strong compliance culture through clear communication, collaboration, and proactive engagement.

WHO YOU ARE
You are a respected subject matter expert who understands both the letter and intent of intelligence authorities. You’re comfortable operating in complex environments where clarity, discretion, and sound judgment matter.

You build credibility through collaboration, not enforcement alone. You enjoy advising experienced professionals, navigating nuance, and helping teams move forward with confidence. You bring a calm, consultative approach to sensitive compliance challenges and understand the responsibility that comes with enabling intelligence missions.
Basic Qualifications:
- Ten (10) years of combined experience in FISA and EO12333 compliance, authorities, and legal policy. This experience must be clearly delineated in resumes, including names of specific programs served on, the duration, titles held, and the type of work that was done
- Five (5) years of IC support
- Experience consulting on design of IC SIGINT workflows, systems, policy, process, and technical design required to enforce compliance, legal policy and intelligence collection authorities.
- Experience converting complex policy and legal requirements into technical requirements for IT system development efforts and verifying and validating that technical implementation meets need
- Demonstrating excellent interpersonal and collaboration skills
Desired Skills:
- Knowledge/experience of operational targeting tradecraft
- Familiarity with FISA Section 702 authorities and EO12333
- Experience with successful execution of process improvement
- Ten (10) years of experience working in IC
Security Clearance Statement: This position requires a government security clearance, you must be a US Citizen for consideration.
Clearance Level: TS/SCI w/Poly

Ability to Work Remotely: Onsite Full-time: The work associated with this position will be performed onsite at a designated Lockheed Martin facility.
Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
Schedule for this Position: 9x80 every other Friday off
