Program Management Sr Mgr-Knowledge of large scale mission operations, data flows, and infrastructure support with TS SCI Poly SP

Description:Responsible for supporting the development and implementation of business and organizational strategy for collection, operations, and cyber technology solutions across multiple Intel agencies. Responsibilities will include establishing and executing on customer and industry engagement plans. Develop and execute various program captures as well as perform in a leadership capacity after award. Will have program management responsibility to include developing program documentation, creating program schedules, tracking program status, evaluating operational and technical alternatives, performing risk assessment and managing integrated product teams. Will be relied upon to provide expertise on the myriad of factors that influence cost, schedule, performance, and risk.

Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information.
Basic Qualifications:
**TS/SCI w/ Poly SP to start**

The candidate shall possess a significant number of years experience in both leading new business captures for medium to large, complex programs and managing similar programs post-award. This includes leadership of development and services contracts and technical tasks involving engineering, computer science, mathematics, or physics with responsibilities that include design and development, program management, resource management, and technical writing. A significant number of years experience in the following areas is also required:

• Managing multiple Delivery Orders and/or Technical Task Orders simultaneously
• Reporting technical, schedule, and financial status to customers and internal management
• Requirements analysis
• Risk/opportunity management
• Project sizing and costing
• Budget management
• Financial data monitoring and reporting to include review and analysis of Financial Expenditure Reports

Knowledge of the Federal Acquisition Regulations (FAR) and DOD 5000 series regulations is required. A demonstrated ability to identify, develop, and capture new business is required.

A current Project Management Professional (PMP) certification from the Project Management Institute (PMI) or equivalent is also required.
Desired Skills:
Knowledge of technical/business strategies and competitors in the local customer marketplace is desired.

A few years experience in the following areas is desired:
• Managing Prime programs having multiple large and small business teammates
• Managing both cost plus and fixed price contracts
• Earned value management

Knowledge of large scale mission operations and sustainment, full system and upgrade deployments to CONUS and OCONUS locations, and infrastructure support is desired. Experience managing software development and sustainment programs including on-call support is highly desired. Experience supporting the organization's core customer and an understanding of their technologies, products, and missions is also desired.

It is also desired that candidate be actively involved in community organizations in and around the National Business Parkway area.
