Contracts Senior Manager/Hanover, MD

Description:Seeking experienced Contracts professional to serve as the Contracts Senior Manager for the Cyber Solutions Market Segment. This position leads the contracts staff through competitive proposals, sole source proposals, negotiations, and contract administration.

Position involves responsibility for a full range of Contracts Management activities in support of DOD and Intelligence Customer Programs. Serve as a valued business leader and partner with business development, programs, functional counterparts and Program Management Market Segment leadership to drive creative and competitive contracting approaches. Responsible for driving contractual strategies and innovative mind-set across the business portfolio. Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions.

Oversees the evaluation of contract performance to determine necessity for amendments or extensions of contracts, and compliance to contractual obligations. Ensures communications are maintained for timely negotiation and contract execution by the parties. Insures final contract documents are consistent with agreements reached at negotiations. Includes identification and management of contractual / performance issues, contract strategies for change proposal activities, and negotiations of major ECP's.

Significant interface and collaboration required with internal (including Line of Business leadership) and external customers. Selected candidate is expected to exercise initiative and independent action. Availability for domestic travel is required, some international travel is possible.

Must be able to achieve TS/SCI security clearance once hired. Applicants selected will be subject to a government security investigation and must meet and maintain eligibility requirements for access to classified information.

Coordinates and consults with legal staff as appropriate.

Plays a key role in shaping the future of Lockheed Martin through capturing follow-on and new business as well as developing leaders within the organization.

Collaboration-minded leader with an understanding of how negotiation strategy impacts both Lockheed Martin and the customer. Significant successful experience in building and managing a staff.
Basic Qualifications:
Bachelor’s degree from an accredited college, or equivalent years of experience within the field in lieu of a degree, with professional experience. Masters degree desired.

Extensive experience in Contracts Management of complex US Government and Commercial contracts.

Experience in all aspects of the contract life cycle including proposals, negotiation, administration, and close-out.

Proficient in the FAR and DFARS.

Must be able to coordinate DCAA and DCMA activities including audits and performance-based payment plans.

Strong presentation and written communication skills.

Must be able to collaborate with other functions and LOB leadership to achieve business objectives.

Previous leadership experience, including the planning and participation in training of contract practices and negotiations to personnel.

Ability to obtain a TS/SCI w/ Poly security clearance (US Citizenship required)
Desired Skills:
Experience coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions.

Experience with major Government Contracts, especially the Maryland Procurement Office.

Extensive proposal capture experience

Virtual team management experience

MBA

Familiarity with Lockheed Martin processes and procedures.

Advanced analytical and problem-solving skills.

Ability to troubleshoot problems and develop creative solutions.

Ability to work independently, be self-directed, innovative and results oriented.

Exhibits a proactive approach to work.

Works well under time constraints in a fast-paced environment.

Ability to work complex contracting arrangements
