Job Responsibilities
Contract Negotiation Manager
Grand Prairie, Texas
Lockheed Martin Missiles and Fire Control is seeking a Contracts Negotiation Manager for a position in Grand Prairie, TX to lead a team of Contracts professionals in supporting a diverse portfolio of Munitions opportunities in the Precision Fires line of business (ATACMS/GMLRS programs).
In this role, you will be responsible for:
- Providing guidance and innovative business solutions while inspiring and supporting the growth and development of your team, and offering expertise to a staff of Contracts professionals
- Overseeing a full range of Contract Management activities including identification and management of contractual/performance issues, contract strategies, negotiations and contract closeout
- Overseeing the preparation of proposals, preparation of proposal briefing packages to leadership, participate in fact finding and negotiation as required; provide risk assessments and offer creative contracting approaches to mitigate risks, including alternative contractual language / clauses.
- Overseeing the preparation of Pricing and Availability (P&A) responses for FMS (Foreign Military Sales) and subsequent processes of securing Letters of Acceptance (LOAs) as required.
- Overseeing negotiations, administration, and contract closeout for a variety of standard and nonstandard contracts of all contract types (e.g. FFP, FPIF, CPAF/IF, OTA, T&M, ID/IQ and commercial) and fee arrangements, as well as being versed in both competitive and sole source proposals
- Partnering and building effective relationships with internal and external customers.
- Regularly exercising and engaging on initiatives and actions in support of the strategic goals and objectives of the business.
Basic Qualifications:
Bachelor's degree.
Experience in all aspects of the contract life cycle including proposals administration, and close-out.
Experience with FAR and DFARS contracting principles.
Experience in reviewing terms and conditions; performing contract risk analysis.
Demonstrated experience with briefing leadership on proposal status, program status, and contractual issues
Experience with complex financial terms and concepts (Long Range Plan (LRP), Return on Sale (ROS), proposal pricing, Executive Planning Panel experience, etc.).
Currently possess a Secret Security clearance or have the ability to obtain a Secret Security clearance (to obtain a clearance, you must be a U.S. Citizen).
Experience with Microsoft Office applications required. Experience with Electronic Contracting Environment (ECE) or similar Contract Management software tools desired.
Occasional travel may be required.
Desired Skills:
10 or more years of related experience.
Ability to guide strategic activities and experience in multiple fee/contracting arrangements.
Strategic thinker who can direct the operational support of an organization.
Experience coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions.
Exceptional organizational and prioritization skills.
Experience proposing, negotiating and administering USG and international contracts. Experience with U.S. Government/Foreign Military Sales is preferred with a special emphasis upon Production and/or Development type contracts.
Experience with IDIQ and BOA type contracts is highly desired.
Working knowledge of Intellectual Property, Data Rights Assertions, DFAR/FAR Compliant markings/legends and a working knowledge of Contract Data Requirements List (CDRL)
Ability to coordinate multiple assignments simultaneously and achieve program goals and deadlines in a fast-paced environment
Ability to establish effective working relationships and communications with all internal and external customers and possess excellent business acumen.
Possess basic working knowledge of the Federal Acquisition Regulations (FAR) and Defense Acquisition Regulations Supplement (DFAR).
