Description:This Central Procurement Subcontract Management
Staff role is responsible for subcontract execution on
moderate-to-high-risk professional services procurements. Holds procurement delegation and signs supplier agreements and purchase orders within established authority.

What You Will Be Doing

- Procure professional services through the
administration of purchase orders and subcontracts
- Lead the development of subcontract statements of
work and terms and conditions for the procurement of
professional services in support of Aeronautics' facilities
and operations.
- Issue requests for proposals, conducts bidders'
conferences, analyze and evaluate proposals, negotiate
subcontract provisions including price, select or
recommend subcontractors, write subcontract
packages, prepare awards and administer resulting
subcontracts and required change activity.
- Manage supplier relationships and deliverables
- Ensure compliance with internal procurement policies,
Federal Acquisition Regulation (FAR) requirements and
Department of Defense FAR Supplement (DFARS)
- Integrate with other departments to achieve
customer objectives
- Lead teammates formally or informally
- Some business travel as needed

Who You Are

Strong construction and/or procurement background. The ideal candidate would reside within the Palmdale, CA area or be willing to travel to Palmdale, CA often for business needs. More details on specifics will be discussed during the interview. SCM lead experience.
Basic Qualifications:
Bachelor’s degree from an accredited college in a
related discipline, or 10 years or more of professional
supply chain experience

Experience in supply chain management, procurement
or purchasing. Experience issuing request for proposals
(RFP/RFQ), analyzing bids (supplier proposals), and
supplier negotiations.

Experience in SAP.

Experience with Microsoft Office suite: Outlook; Word;
Excel; and PowerPoint.

Strong communication skills to support customer engagements on a regular basis.
Desired Skills:
Experience with professional services acquisitions
Understanding of Federal Acquisition Regulations
(FARs) and Defense Federal Acquisition Regulations
(DFARS).

Experience with commercial item procurements
Experience collaborating cross-functionally, building
consensus and shaping/influencing opinion.

Strong Problem solving skills.

Self-motivated and demonstrated sense of urgency.

Excellent communication (verbal, written, and
presentation) skills.

Ability to engage supplier senior executives as
necessary to resolve issues.

Ability to work with all levels of management.

This position will primarily serve as a Team Lead and Subcontract Manager for Palmdale Facilities and Operations procurements. With the current experience level of the team, there is a need for a lead and SCM that has experience with high dollar, complex procurements and managing multiple suppliers all supporting primarily Palmdale F&OP. The selected candidate needs to be highly organized and be able to clearly communicate with internal customers, GSC/EO leadership and team members. As a team lead this individual serves as a primary trainer/resource to five individuals on their team. The selected candidate will help team members meet key acquisition milestones, coordinate with the internal customers on project needs, and serve as a main customer focal point on-site in Palmdale. They will also be assigned special projects to develop/manage standard work across teams, identify and lead strategic process/procedure improvement and ensure overall GSC span times are considered and reduced.

Ability to Work Remotely: Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process.
Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
Schedule for this Position: 4x10 hour day, 3 days off per week
Pay Rate: The annual base salary range for this position in California and New York (excluding most major metropolitan areas), Colorado, Hawaii, Illinois, Maryland, Minnesota, Washington or Washington DC is $95,000 - $167,440. For states not referenced above, the salary range for this position will reflect the candidate’s final work location. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.
Benefits offered: Medical, Dental, Vision, Life Insurance, Short-Term Disability, Long-Term Disability, 401(k) match, Flexible Spending Accounts, EAP, Education Assistance, Parental Leave, Paid time off, and Holidays.
(Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
This position is incentive plan eligible.
Pay Rate: The annual base salary range for this position in most major metropolitan areas in California and New York is $109,200 - $189,290. For states not referenced above, the salary range for this position will reflect the candidate’s final work location. Please note that the salary information is a general guideline only.
