Program planning is a core component of Lockheed Martin’s Program Management & Enterprise Performance framework. It organizes tasks, defines schedules, and ensures that design, development, and sustainment activities are delivered on time, within budget, and to the required quality standards. In the aeronautics domain, this discipline blends creativity, engineering, and technology to produce aircraft that enable global security and air‑dominance missions.

Position Summary
We are seeking an experienced Program Planning Specialist (Level 4) to provide planning and scheduling support for the F‑16 Campaigns and Proposal team. The incumbent will work closely with technical SMEs, planners, operations, and program management to translate authorized customer requirements into compliant Request‑for‑Proposal (RFP) schedules. Responsibilities include validating scope, flow, and resource requirements, and supporting capture and business development activities.

Key functions involve:

Developing product‑level plans and proposal schedules.
Conducting critical‑path analysis, Schedule Risk Analyses (SRA), and maintaining summary schedules.
Integrating and assessing schedule impacts of new work on existing and future plans.
Applying Critical Path Method (CPM) principles to schedule network development and analysis.
Acting as a liaison among Engineering, Supply Chain Management, Contracts, Technical Planning, and Program Management.
Evaluating program and PP&I (Program Planning & Integration) processes, identifying gaps, and driving remediation activities.

Core Responsibilities

1. Schedule Development & Maintenance
-Build and maintain network schedules using tools such as Open Plan, Primavera, MS Project, or ProjectView.
-Perform integrity checks, critical‑path identification, and schedule risk assessments.

2. Proposal Support
-Translate customer RFP requirements into detailed, compliant proposal schedules.
-Coordinate with capture teams to ensure alignment of technical approach, resources, and timelines.

3. Earned Value Management (EVM)
-Integrate cost and schedule data to support EVM reporting and analysis.

4. Stakeholder Coordination
-Facilitate briefings and status updates for internal and external customers.
-Build and sustain relationships across functional teams, influencing decisions and resolving conflicts.

5.Process Improvement
-Analyze planning metrics and trends, recommending and implementing actionable improvements.

A level 4 employee Typically has 9 - 15 years of professional experience.
Basic Qualifications:
• Bachelor’s degree in Engineering, Business, or a related field.
• ≥ 5 years in operational planning or scheduling, preferably within the defense sector.
• Proficient with Microsoft Office (Excel, PowerPoint, Word).
• Expertise in schedule‑building tools (Open Plan, Primavera, MS Project, ProjectView).
• Strong background in CPM, critical‑path analysis, and Schedule Risk Analysis.
• Experience with Earned Value Management (cost/schedule integration).
• Proven ability to deliver clear briefings to diverse audiences; strong written and oral skills.
• Demonstrated team‑building, influencing, and relationship‑management capabilities.
•Excellent critical‑thinking and problem‑solving abilities; adept at interpreting planning metrics and trends.
Desired Skills:
• Degree in Construction Management, Program Management, Business Administration
• Experience with networked schedules, integrity checks, and critical path methodology.
• Experience with Schedule Performance Management Techniques, e.g. Earned Value Management
• Demonstrated critical thinking and problem solving abilities
• Previous experience with Deltek OpenPlan
• Excellent Communication and Organizational skills
• Experience as a planning team lead and/or contract planner
• Proposal experience
• Strong knowledge of LM Program Performance Management (PPM) Command Media
• Supplier integration experience, performance analysis, and corrective action recommendation skills
• Familiarity with Risk and Opportunity Management, including identification, integration, and mitigation
• Deep knowledge of Deltek Open Plan
• Schedule Risk Assessment (SRA) experience
• Prior Aerospace experience.
Security Clearance Statement: This position requires a government security clearance, you must be a US Citizen for consideration.

Ability to Work Remotely: Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process.
Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
Schedule for this Position: 4x10 hour day, 3 days off per week
