Description:The Electrical Capability - Project Engineer working in supply chain is the technical authority for evaluating, selecting, and developing external electrical component suppliers that produce Circuit Card Assemblies (CCAs), Printed Wire Boards (PWBs), and cable/wire harnesses. The role blends deep electrical manufacturing expertise with strong business acumen to translate capability data into strategic sourcing decisions that drive cost reduction, risk mitigation, and program competitiveness.

The engineer partners closely with Supply Chain, Strategic Sourcing, Supplier Quality, and Operations to assess supplier capabilities, resolve technical issues, and ensure that suppliers meet quality, delivery, and performance requirements throughout the product lifecycle.

Key Responsibilities

Supplier Technical Evaluation & Selection
o Lead technical assessments of electrical suppliers, covering:
o CCA assembly processes (SMT, through hole, mixed technology)
o PWB fabrication (materials, stack up, impedance control)
o Cable & wire harness design, routing, strain relief, and termination methods
o Compliance with IPC, MIL STD, and aerospace/defense specifications (e.g., IPC A 610, IPC 2221, MIL STD 2299)
• Support RFQ/RFP reviews by:
o Interpreting electrical drawings, BOMs, and specifications
o Matching suppliers to part complexity, volume, and program schedule
o Identifying manufacturability concerns (e.g., placement density, via reliability, harness routing constraints)
o Estimating cycle times, cost drivers, and test requirements
o Facilitating PO kick offs and drawing reviews with the supplier
o Serve as the electrical technical authority in source selection decisions.

Supplier Development & Performance
o Identify capability gaps (e.g., lack of controlled impedance processes, limited X ray inspection) and recommend corrective actions.
o Work with suppliers on:
o Process improvement requests that require Lockheed expertise (e.g., redesign of high speed digital stacks, advanced harness strain relief).
o Partner with Supplier Quality on:
o Root cause analysis (RCCA) for electrical failures (open/short circuits, EMI/EMC issues).
o Corrective action plans (CAPA).
o First Article Inspection (FAI) readiness for CCAs and harnesses.

Cost, Risk & Manufacturability
o Drive cost reduction initiatives through:
o Design for Manufacturability (DFM) for PCBs and harnesses (component standardization, panelization, modular harnesses).
o Alternate process recommendations (e.g., flex circuit substitution, automated wire bonding).
o Make vs buy analysis for high value or high risk electrical parts.
o Assess and mitigate supply chain risk, including:
o Single source PCB or harness suppliers.
o Capacity constraints on high mix, low volume runs.
o Dependency on obsolete components or specialized equipment (e.g., micro via drilling).

Cross Functional Collaboration
o Act as the electrical SME between:
o Engineering (design, reliability, test).
o Supply Chain / Strategic Sourcing.
o Operations (assembly lines, test stations).
o Quality (audit, certification).
o Support engineering change reviews and technical trade studies that impact electrical suppliers.
o Provide technical input for supplier councils, sourcing boards, and executive reviews.
o Virtual Capability Centers
o Integrated Product Teams

Continuous Improvement & Standards
o Help define and maintain:
o Electrical capability standards (e.g., acceptable tolerance for trace width/spacing, harness bend radius).
o Supplier technical requirements and test specifications.
o Best practice guidelines (IPC standards, design for testability).
o Support Lean / CI initiatives within supplier electrical operations.
o Mentor sourcing and quality teams on electrical manufacturing fundamentals.
Basic Qualifications:
Technical Background

o 10+ years hands on experience with electrical manufacturing (shop floor, manufacturing engineering, or supplier technical role).
o Deep expertise in:
o CCA assembly processes (SMT, reflow, wave, selective soldering).
o PWB fabrication (materials, stack up design, impedance control).
o Cable and wire harness design, routing, and termination.
o IPC, MIL STD, and aerospace/defense material specifications.
o Experience supporting major aerospace or defense programs.

Supply Chain & Supplier Experience

o Proven record of working directly with external electrical suppliers.
o Strong understanding of:
o Supplier audits and technical assessments for electrical components.
o Cost drivers in PCB, CCA, and harness production.
o Production ramp up, capacity planning, and yield improvement.
o Familiarity with aerospace/defense regulatory requirements (AS9100, ITAR, IPC standards) preferred.
Soft Skills & Leadership
o Excellent technical communication – can translate complex electrical topics for non technical audiences.
o Comfortable challenging assumptions and driving fact based decisions.
o Ability to influence without direct authority.
o Willingness to travel to supplier sites (typically 25 50%).
Desired Skills:
o Bachelor’s degree in Electrical Engineering, Electronics Engineering, or related field.
o Background in:
o New Product Introduction (NPI) for electronic assemblies.
o Make/buy strategy for high value electronic parts.
o Capability Center / COE models for electrical manufacturing.
o Experience with digital manufacturing, advanced PCB technologies (HDI, flex rigid), or automated harness assembly.

Ability to Work Remotely: Full-time Remote Telework: The employee selected for this position will work remotely full time at a location other than a Lockheed Martin designated office/job site. Employees may travel to a Lockheed Martin office for periodic meetings.
Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
Schedule for this Position: 4x10 hour day, 3 days off per week
Pay Rate: The annual base salary range for this position in most major metropolitan areas in California, Massachusetts, and New York is $141,300 - $244,835. For states not referenced above, the salary range for this position will reflect the candidate’s final work location. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.

Pay Rate: The annual base salary range for this position in California, Massachusetts, and New York (excluding most major metropolitan areas), Colorado, Hawaii, Illinois, Maryland, Minnesota, New Jersey, Vermont, Washington or Washington DC is $122,900 - $216,660. For states not referenced above, the salary range for this position will reflect the candidate’s final work location. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.

(Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
This position is incentive plan eligible.
