Subcontract Administrator

Description:This role supports the US Missile Defense Agency in delivering the next generation Command and Control Battle Management and Communications systems to protect our military and country. Selected candidate will be working with best in class subcontractors that are industry leaders in their domain, to develop and deliver innovative solutions for our customers.

Daily tasks include the following:

• Develops subcontract specifications, work statements, and terms and conditions for a major subcontract of specialized services in support of development, production and global sustainment for multiple contract types.
• Prepares bid packages, develops evaluation criteria, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes subcontract packages for review, prepares awards and administers resulting subcontracts.
• Negotiates and coordinates additions, deletions, or modifications to subcontracts. Participates with contracts administration and purchasing to develop subcontract policies and procedures.
• May sign supplier agreements and purchase orders within established authority.
• Negotiate award and incentive fee plans, assess performance against those plans, and coordinate invoice, approval and payment of fee plans
• Lead closeout of completed scope CLINs
Basic Qualifications:
• Bachelors degree in Supply Chain or Technical or related discipline from an accredited college in a related discipline, or equivalent experience/combined education, with 3 years of professional experience; or 1 years of professional experience with a related Masters degree.
• Supply chain knowledge/ experience from statement of work (SOW) through purchase order (PO) closure
• Subcontract Management experience
• Demonstrate ability to bring matters/issues to successful closure.
• Self motivated and takes initiative
• Ability to organize and prioritize assignments
• Ability to analyze a problem and recommend solutions
• Ability to work independently or in a team environment
• Ability to work in a fast-paced team environment and work well under pressure, demonstrate sense of urgency
• Ability to be flexible and accept change
• Possess excellent English communication skills, written, verbal, and presentation, to effectively communicate business cases to all levels of peers, suppliers, as well as program and executive management.
• Ability to obtain and maintain a US DoD TOP SECRET clearance.
Desired Skills:
Experience managing both development and sustainment subcontracts.
• Knowledgeable of Lockheed Martin Policies, Procedures, and Regulations
• Experience managing cost plus contracts with EVM
• Experience working with SAP and P2P or similar ERP system
• Demonstrated subcontract experience to include development of RFP’s, complex statements of work, evaluation criteria, and source selection criteria.
• Demonstrated ability to manage risk mitigation plans, resolve cost and schedule issues to meet program needs.
• Strong negotiation skills
• Strong leadership skills
• Experience with Federal Acquisition Regulations (FAR) or Defense Federal Acquisition Regulations (DFAR)
• Prior experience working in procurement and the Lockheed Martin Acquisition Procedures (LMAP)/FAR/Lockheed Martin Commercial Acquisition Procedures (CAP) or similar acquisition processes
