Description:WHAT WE'RE DOING
We are seeking an out of the box, high impact Development Program Manager to lead the continued evolution of our Enterprise Battle Management, Command & Control (BMC2) product line. This full life cycle portfolio delivers enabling architectures and composable software capabilities to U.S. and international markets. You will drive product line optimization, align with existing Programs of Record (PORs), accelerate new business pursuits, and steward internal investments that produce fast, affordable, and differentiated solutions. You will bring commercial product line expertise, a strong team driving mindset, and experience thriving in non traditional, matrixed org structures while maintaining robust business and financial acumen.
THE WORK
As the Product Line Program Manager, you will be responsible for:
• Product Line Strategy & Objectives – Establish product line vision that integrates both defense and commercial market opportunities; translate market driven insights into internal investment cases and JADC2 ESG alignment; ensure proper resourcing (talent, NBF, program funding) is in place to achieve objectives.
• Program Management (Portfolio) – Manage growth and execution of a portfolio of C2programs exceeding $30 M annually; apply Lean Agile and Earned Value Management techniques to drive predictability and value delivery.
• Commercial Product Line Integration – Leverage commercial product line lifecycle experience (concept, market validation, go to market, sustainment) to broaden BMC2 appeal to non military customers and dual use markets; identify and prioritize commercial revenue streams, pricing models, and partnership opportunities (OEMs, integrators, SaaS platforms).
• Leadership & Team Driving – Act as a strong team driver, building high performing, cross functional squads that include engineers, business developers, finance, and support functions; foster a culture of empowerment, accountability, and continuous improvement; mentor junior staff and champion variety of thought.
• Non Traditional Organizational Structures – Navigate matrixed, network centric org structures and influence without direct authority across multiple business units, government labs, and external partners; utilize design thinking and systems engineering mindsets to align divergent stakeholder goals.
• Financial Analysis & Risk Management – Perform rigorous financial analysis (P&L, ROI, TCO) to guide pricing, cost to win, and profitability decisions; develop business cases that balance short term cash flow with long term strategic positioning; identify, assess, and mitigate program risks; maintain robust risk registers and mitigation plans.
• Collaboration with E&T – Work with Engineering & Technology on product line definitions, capability/mission packages, and demo/trial assets that align to the opportunities we are pursuing.
• Communication & Strategy Development – Develop a deep understanding of the product line, its features, benefits, and applications; inform program decisions and develop a strategy to integrate across applicable BMC2 programs; craft compelling briefings and executive summaries for senior leadership, customers, and partners.
• Schedule & Resource Management – Develop and manage integrated master schedules, budgets, and resource loading plans; adapt quickly to shifting priorities and emerging opportunities.
• Leadership & Collaboration – Lead a team, set expectations, provide guidance, and motivate team members; collaborate with cross functional teams, stakeholders, and C4ISR leaders to achieve program goals.

Basic Qualifications:
• Understanding of Enterprise level BMC2 / JADC2 and C4ISR market segment strategic direction.
• 10+ years of program/product line management experience, including ≥4 years leading commercial (non defense) product lines or dual use solutions.
• Demonstrated Program Management experience with U.S. or international defense contracts and commercial contracts.
• Experience communicating and briefing executives, managers, employees, and customers.
• Ability to leverage technical and managerial relationships to identify opportunities that align with BMC2/JADC2 strategic campaigns.
• Strong leadership, strategic thinking, and collaboration skills; proven ability to lead cross functional, matrixed teams.
• Ability to analyze financial data and make data driven decisions (P&L ownership, ROI, pricing).
• Secret Security Clearance with ability to obtain TS/SCI clearance.
Desired Skills:
• Active PMP® certification (or equivalent Program Management Professional).
• Technical understanding of BMC2 command and control systems and C4ISR architectures across multiple domains.
• Demonstrated success leading capture teams, strategy development, and customer solutioning in both defense and commercial arenas.
• Subject Matter Expertise (SME) in areas such as software defined networking, cloud native C2, AI/ML enabled decision support, or commercial aerospace/defense convergence.
• Experience with Agile/SAFe frameworks and modern product development tooling (Jira, Confluence, PLM systems).
• Entrepreneurial, “out of the box” mindset with a track record of identifying untapped market niches and driving innovative approaches.

Ability to Work Remotely: Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process.
Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
Schedule for this Position: 4x10 hour day, 3 days off per week
Pay Rate: The annual base salary range for this position in California, Massachusetts, and New York (excluding most major metropolitan areas), Colorado, Hawaii, Illinois, Maryland, Minnesota, New Jersey, Vermont, Washington or Washington DC is $157,800 - $278,185. For states not referenced above, the salary range for this position will reflect the candidate’s final work location. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.

(Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
This position is incentive plan eligible.
