Description:WHAT WE’RE DOING
The Command, Control, Battle Management, and Communications (C2BMC) team is looking for a highly motivated Integrated Program Planning (IPP) Lead who brings extensive Agile Release Train Engineer (RTE) expertise. The ideal candidate possesses mastery‑level experience in integrated program planning and a strong passion for driving Agile Release Train (ART) events and processes that enable teams to deliver business and customer value. The core duties of this position include facilitating all Agile Release Train (ART) processes and execution, fostering a culture of continuous improvement, and seamlessly blending Agile practices with program‑level planning across the team. As the driving force behind the ART, you will keep the train on schedule, ensure delivery of value against Program Increment (PI) objectives, and lead coordination efforts with the C2BMC planning team.

THE WORK
As the C2BMC IPP Lead and RTE, you will be responsible for:

1. Integrated Program Planning-
· Directs the creation, integration, and maintenance of Integrated Master Schedules (IMS) and Integrated Master Plans (IMP) using tools such as Deltek Open Plan, Microsoft Project, Primavera, and Kidasa Milestones.
· Leads schedule risk assessments, critical‑path analysis, and the development of schedule metrics that inform decision‑making.
· Guides Earned Value Management (EVM) processes, ensuring compliance with LM corporate policies (PPMP‑01, RMS Planning Command Media) and DCMA surveillance requirements.
· Coordinates the preparation and presentation of schedule and EVM data to senior leadership and customers, delivering clear, actionable insights.
· Develops and proliferates planning best practices, mentoring team members and influencing functional leads to adopt standardized processes.
· Manages relationships with program stakeholders, leveraging influencing skills to align priorities and resolve changes in a dynamic environment.

2. Program Increment (PI) Planning-
· Facilitate PI Planning: Lead and facilitate the large-scale PI Planning event, which is the cornerstone of the ART. This includes managing event logistics, guiding teams through the planning process, and ensuring alignment with business stakeholders.
· Ensure Readiness: Work with Product Management, System Architects, and Product Owners to prepare the Program Backlog and business context for PI Planning.

3. Program Increment (PI) Execution-
· Track ART Progress: Monitor and communicate the progress of PI execution, focusing on feature completion, milestones, and PI objectives.
· Facilitate ART Syncs: Lead key synchronization meetings, including the Scrum of Scrums (to manage dependencies and impediments) and the PO Sync (to ensure backlog refinement and alignment).
· Manage Risks & Dependencies: Proactively identify, track, and manage cross-team dependencies and program-level risks.

4. Coaching & Continuous Improvement-
· Coach the ART: Act as a coach and mentor for Scrum Masters, teams, Product Owners, and leaders on Lean-Agile practices and the SAFe framework.
· Drive Relentless Improvement: Facilitate the Inspect and Adapt (I&A) workshop at the end of each PI, where the ART identifies and addresses the root causes of its systemic problems.
· Foster a Lean-Agile Mindset: Champion and model servant leadership, systems thinking, and a continuous learning culture.

5. Stakeholder & Program Management-
· Facilitate System Demos: Lead the integrated System Demo at the end of each iteration to demonstrate the ART's progress to stakeholders and receive feedback.
· Communicate with Stakeholders: Serve as the primary point of communication for the ART, providing clear and consistent updates on progress, risks, and health.
· Manage Program-Level Processes: Assist with managing the program's budget, resources, and governance in line with Agile principles. Key player in monthly Earned Value Management (EV) Cycle. Provides Cost Account support.
Basic Qualifications:
· Highly experienced in an Agile environment, with at least 2-3 years in a leadership role (such as RTE, Scrum Master, Agile Coach) in a large-scale, multi-team setting.
· Agile Expertise: Deep understanding of Agile principles and frameworks (SAFe, Scrum, Kanban).
· Facilitation Skills: Proven mastery in facilitating large, complex meetings and workshops with diverse audiences.
· Leadership: Demonstrable experience as a servant leader with a talent for coaching, mentoring, and empowering teams.
· Exceptional written and verbal communication skills, with the ability to articulate complex concepts to both technical and non-technical stakeholders.
· Tool Proficiency: Hands-on experience with Agile management tools such as Jira
· Proficiency with Planning OneLM Tool Suite: Deltek Open Plan, Cobra, Milestone Pro, CAM Portal, PM Compass
· Ability to manage multiple schedules across a broader portfolio/schedule hierarchy
· Extensive experience with Schedule metrics generation & reporting; including Critical Path, CEI, and SPI
· Integrated Schedule development, schedule control, and analysis
· Experience supporting programs with the DI-MGMT-81861 Integrated Program Management Report (IPMR/IPMDAR) requirement
· Please Note: This position requires the ability to obtain a government security clearance; you must be a US Citizen for consideration
Desired Skills:
· SAFe Certification: SAFe Release Train Engineer (RTE) certification is strongly preferred. A SAFe Scrum Master (SSM), SAFe Agilist (SA), or SAFe Advanced Scrum Master (SASM) certification is also highly valued.
· Financial Acumen: Hands-on experience supporting Earned Value Management (EV) process.
· Critical thinking and complex problem-solving abilities
· Demonstrated Change Management Leadership including people, process, tools, and culture
· Experience performing as a Control Account Manager (CAM)
· Experience supporting core strategic initiatives related to Integrated Program Planning Council projects
· Strong communication skills, demonstrating influence and relationship management skills
· Ability to obtain a Secret Clearance

Ability to Work Remotely: Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process.
Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
Schedule for this Position: 4x10 hour day, 3 days off per week
Pay Rate: The annual base salary range for this position in California, Massachusetts, and New York (excluding most major metropolitan areas), Colorado, Hawaii, Illinois, Maryland, Minnesota, New Jersey, Vermont, Washington or Washington DC is $111,700 - $196,880. For states not referenced above, the salary range for this position will reflect the candidate’s final work location. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.

(Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
This position is incentive plan eligible.
