Description:Lockheed Martin is seeking a DoD Human Resources Specialist in the Alexandria, VA area. Essential duties include the following:

• Serves as the Military Operations Analyst responsible for assisting and handling routine and non-routine civilian human resources issues, to include: benefits, recruitment, performance management, workforce development, employee relations, civilian payroll, and other areas involving civilian human resources.
• Completes studies, projects, and analyses related to civilian human resources issues and requirements, taking into consideration the unique nature of the organization and employees.
• Handles routine and non-routine inquiries which require research and/or coordination with the servicing CPAC.
• Interprets statutes, Code of Federal Regulations, and Civilian Personnel Regulations.
• Recognizes problems/problem areas; originates solutions to complex or unusual issues; and provides on-site assistance.
• Assists with determining areas of procedural and regulatory deficiencies and provides recommendations to correct or improve personnel practices.
• Monitors, coordinates and tracks all on-going and projected actions and updates the supervisor.
• Maintain files and documents on numerous reports.
• Initiates monitors and tracks all requests for personnel actions (RPAs).
• Forward all RPAs ensuring completeness, accuracy and attachment of appropriate documents.
• Perform an in-depth review of outgoing personnel actions and position action requests.
• Assists in the development and maintenance of automated systems which control and track data requirements and produce reports pertaining to manpower, personnel required a recurring basis.
• When requested, assists activities’ supervisors and employees in the preparation and transmission of electronic transactions.
• Manages the command’s Defense Civilian Intelligence Personnel System performance management program, to include: providing advice and guidance on objectives; determining appropriate courses of action for evaluations; ensuring timeliness of command actions; and various other quality control functions.
• Monitors and maintains suspense controls and reviews appraisals to ensure compliance with reporting procedures and regulatory and administrative correctness.
• Serves as the timekeeper for the organization.
• Reviews and processes time cards for all employees.
• Reviews all time cards to ensure the correct codes are recorded and enter them into the Defense Civilian Pay System (DCPS).
• Review time cards for accuracy and completeness.
• Provides advice and assistance to supervisors and managers on the proper codes and resolves any pay problems experienced with the Civilian Payroll office and Civilian Personnel Division.
• Responsible for ensuring work schedule changes are input correctly and that individuals are added and deleted as they in-process or out-process.
• Review timecards supporting documentation is submitted i.e., OPM Form 71, sick leave chit, court summons, military orders and overtime requests.
• Assists with handling payroll inquiries; resolves issues in-house by verifying the data that was input against the time sheet that was submitted.
• Interfaces between individual employees and Civilian Pay Division to identify and resolve pay and /or leave problems.
• Coordinate issues that need to be elevated to the Customer Service Representative.
Basic Qualifications:
One year of specialized experience which includes experience in providing Federal human resources advisory services for performance management, payroll, benefits, hiring and staffing and workforce management.
Must have strong working knowledge of Microsoft Office products (Word, Excel, PowerPoint, and Outlook), and Adobe PDF applications
Must have a working knowledge of managing official military correspondence per Army Regulation 25-50
Must have excellent written and verbal communications
Must have good time management and typing skills
Must possess and maintain a Top Secret and be eligible for Sensitive Compartmented Information (TS/SCI) access
Desired Skills:
Knowledgeable with the use and interface with Defense Ready database
